Many countries have suffered from unapologetic state-secrecy at some point. This was way back before people were enlightened and knew anything to do with constitutions. When most activities are kept a secret by the governing bodies and agencies, then there may not be the required oversight and call to responsibility. The call of government transparency has paved way for their people to observe their steps from time to time.

The changes of revolution originated from the European enlightenment. When they were enlightened about their rights and different limitations of the leaders, they developed debates and other calls for the openness. Some details and information would never be accessed by those outside the governing team, which has quite changed today.

More and more democratic reforms hit different states and backgrounds. The democratic wave kept on spreading, and eventually, people realized they have a strong voice which is backed up by their constitution. With quite democratic societies today, the governments have indeed opened up their door for the people to access the information they need through different ways such as media.

The state has the right to withhold some information which is for the better of their people. Some people among the members of the public are not out to see the good for their country happen. The less patriotic can take any small chance and loophole they notice to revolutionize the state for their greedy reasons. This is why a certain limit has been brought to accessing classified data.

In the recent past, many countries have suffered acts of terrorism from the criminal gangs propagating havoc. When they access some vital details, they use them to execute their missions, which are meant to bring the leadership and different activities to a standstill. Lives and massive property are lost during such attacks, and to prevent them, the state also has the right to withhold some data and keep it classified.

Many states have come up with undercover strategies to discover and prevent criminal and terrorist attacks. You cannot claim that the governing body has prevented you from knowing the secret agents of security. They have the right to remain undisclosed as long as their fight is for the better of the people in their state. This enables them to track and prevent the unwanted activities from happening right from the grass-roots.

Accountability is necessary for many leaders. When they expose what they do to the public, they may feel some need to be on the right track. They can have some fear of what people will do if they were corrupt. Keeping all their operations, secretive can only end up later as a big graft case whereby they were involved in some corrupt activities which cost countries a lot of money.

Public-participation in any leadership leads to stronger systems. Any wise governance ought to involve their electorate for the people to be happy and motivated to develop their states. There is a limit to how far the people can go as far as the participation is concerned, which also involves highly-qualified advisers to help.
